It certainly isn't legal but I have my doubts that the public knows what is really happening.

If they were told it was acting and nothing harmful was going on, wouldn't it be easier for them to believe that was true?

even if they were told that they still showed them all being tortured! 

unless they really thought it was just a show...

The only other explanation is that they simply don't care. I don't know which is worse.

I'm afraid that I can speak from experience in telling you that it was very real.

Legality doesn't seem to matter. Either there is a loophole being exploited or a very hushed secret is being kept. I'd hardly be surprised if both factors were at play.

If they get away with it, then I doubt they themselves care whether it's legal or not. [ Shinjiro doesn't really sound fazed - or well, he doesn't sound different than he did before, so maybe his serious tone is just how he deals with everything in general, even this stuff. It's entirely legal, darling. It's a self-sustaining system that punishes those who have been naughty without drawing funds from those who haven't gotten in trouble yet. Not liking something is hardly a reason for it to be declared illegal when the benefits outweigh the costs for everyone involved still holding human rights.
